I think there's a little too much structure in there to make a good
transition over to command-line args.

Also, support for passing in a config file is meant as a transitional
mechanism for the unmanaged cloud installer. Once we have
fire-and-keep-track-of-the-thing support via the API, we can move the
installer over to using that, and remove this support (and the
maas-import-pxe-files script as a standalone entity).

Graham, assuming that jibes with your thoughts, we ought to mark use
of a config file as deprecated in the command-line help, and the docs,
as part of this work.
