[Maas-devel] 1.3 branch cut for raring release

Hi Julian,

I configured tarmac to monitor merge proposals for the 1.3 branch. It'll
run make check on precise and raring builders.
Once it's decided what packages will be built for each release, I'll set up
the integration tests accordingly.
