[Maas-devel] Bug #1103195 in MAAS

Hi guys,

I'd like your input on bug 1103195 
(https://bugs.launchpad.net/bugs/1103195).  See my comments on the bug.

The first solution I suggest is simpler obviously but the main question 
is: "Is there any reason why we would not want to always install a 
cluster controller alongside the region controller?" (note that it can 
be installed and not used).
