LTS releases will not usually give you a new update notification until<br>
the first point release, but that was long ago for 16.04. It may be that<br>
you don't have it set up appropriately. In Preferences » Software &<br>
Updates, go to the Updates tab and look at the bottom. What does it say<br>
for "Notify me of a new Ubuntu Version?" If you have it set to "Never,"<br>
that's your problem. If you have it set to anything else and you're not<br>
getting updates, that deserves some further investigation. It should be<br>
consistent with the value of "Prompt" in<br>
/etc/update-manager/release-upgrades.<br>

Actually, I think you're right about. Seems silly in one sense but<br>
sometimes there are changes that require the stepwise fashion.<br>
