You may be able to edit the shutdown menu, to simply log out the
user, though you may be right, there could be no way to do what
you are looking for.<br>

But I expect, that if you can do it easily with XFCE, then that is
the proper choice for your scenario. It is always so wonderful to
have choices!!<br>
We can run the same OS with different DE for different needs!<br>

possible, and it seems that Lubuntu is not really an option
for running a terminal server, without modifying code, which I
do not want to do. I'm gonna go with XFCE instead. There I can
set a policy with polkit, which will at least grey out the
shutdown/reboot buttons (rendering them unclickable). Thanks
