It appears to me, that the folder name isn't "downloads", but rather, 
"Downloads", and it needs to be in your home folder (same as your 
user-name), rather than "lubuntu" (unless that's your user name).  Also, 
that folder must have write-access.

The error message quoted above, is incorrect/misleading.
