Probably not, but we're close to what others do. If you drag and drop
on the desktop in Kubuntu/KDE, it won't create a .desktop file for you
(and that *IS* what needs to be created, no matter what).
Similarly, despite the fact that LXTerminal doesn't seem to behave in
the same manner as xterm (which I would certainly regard as an important
benchmark, i.e. it should at least provide the same functionality), it
seems that the GNOME terminal works similarly.
Now I'm not saying that these aren't problems, because I certaily do see
room for improvement. However, sometimes usability and technicality are
somewhat at odds with one another, i.e. sometimes very simply things
usability-wise are complicated to implement. That may be the reason why.
Or it might be circumstance.
We do need to look deeper and I've filed a [bug][1] to help us do just
that at least for LXQt. For LXDE, I don't really have a lot of hope of
any major changes being implemented any time soon. Development on it has
slowed way, way down. It's still not even GTK3 ready and that is fairly
forebording for it. For that reason, from 18.10, we've gone LXQt only.

Actually, Windows isn't too much better, really. Using 10 and targeting
the `ifconfig` command, I found the following:
1. If I dragged and dropped, it wanted to default to moving. Using Ctrl
at the same time resulting in it trying to copy. Finally, Alt proved to
be the magic key that got it to create a shortcut.
2. Right clicking on the desktop to create a shortcut was fairly easy.
That's certainly function that we're missing (though others have that).
It also provides an editor for the shortcut, which LXDE has but LXQt is
missing).
3. I found no way to get it to keep the terminal window open.
Based on #3 alone, your specific use case may not prove to be much
better in Windows, despite the fact that it has functionality that LXDE
and LXQt are missing.
