Take a look at http://security.ubuntu.com/ubuntu/pool/main/l/linux/ and
https://packages.ubuntu.com/zesty-updates/linux-libc-dev .

You tried to install an outdated package, because you didn't sync the
package index files.

You need to run

  sudo apt update

or

  sudo apt-get update

first.
