[lubuntu-users] multi-user.target -- no shell

Hi,
when I run

  systemctl set-default multi-user.target

I don't get a shell after a reboot.

It seems that the machine boots properly though because I can login
with ssh from a remote machine and everything works as expected.

But I can't proceed on the machine running Lubuntu because there is no
terminal.  All I see is

  /dev/sda1: clean, ...files ...blocks

and nothing else happens.  I would expect that a shell is invoked.

What am I doing wrong?
