Hi,
You need to run

sudo apt install pavucontrol

OR
if you want to still use apt-get because you don't like colors

sudo apt-get install pavucontrol

before you can bring up any of the pulse audio settings.
This should also bring in pulseaudio, which IIRC Lubuntu does not
include by default.
