Hi Steve,
Your description makes me think that you are trying a wubi installation
'inside Windows'.
Wubi is not longer developed, and is no longer supported, because it
does not work with the new versions of Windows. See this link

Instead we recommend that you install Ubuntu alongside Windows, 'make a
dual boot system'. It means that you
- create a boot DVD disk or a USB boot drive from the iso file (I would
recommend the USB boot method)

- boot from that file
- try Lubuntu and Ubuntu (before deciding which flavour to install)
- install the flavour that works best for you.
