Default notification system

Dear all,

I tried to figure out how to send desktop notifications but could not figure it out.
The system has it installed but it does not show up neither in Google or 'apropos' search.

Can someone tell me the default program so I don't have to install?

Just so I make myself completely clear I would like to get the lubuntu native notification for:

$: notify-send Test "Hello World"
