I think the first page is cleaner and better, However the forum page
also gives user interaction so people can bring up very specific
issues that may not be applicable to everyone.
In the light of this perhaps the two should link to each other, so
the help.Ubuntu could link to specific forum threads, and in turn the
threads could have a read this first post, which points back to the
help page as that is likely to answer most questions.
If something crops up time and time again, then what ever that is
could be addressed in on help page.
If the two can complement then they become a far more powerful resource.
