If you are regularly updating via the normal mechanisms, such as the
"Software Updater" or the terminal then you will not need to download a
security update from a website.  In my experience when a security
vulnerability is found I usually have the fix by the time I check for
updates.

So, rather than downloading something manually, (unless you are
compiling your own version of Firefox), simply run the Software Updater.

Firefox is updated regularly in the Ubuntu repositories

If you are using the normal channels as Andre points out, to download
updates for Firefox you can change your mirror location by using the
"Software & Updates" Program in your menu.
It will open to the tab you need to use.
Change the "Download from:" drop down menu to a closer location.

Now you can try again.  If you continue to have connectivity issues and
are using Wifi, I would suggest using the Ethernet cord to get these
updates.
