No.
PPAs do not work for PPC only x86 arch (32bit and 64bit).
You can download the source and compile it or build your own packages.
When LXQt is in the official repos it will be available.
It is not yet in Utopic, so there is no way to test it (unless you
compile it or build it)

@Julien is there an ETA when this will be in Utopic for testing?
