Hey there,
You might want to add "kiosk mode" to your searches in Google or
wherever to turn up some possible solutions. Kiosk mode is when you
set up a computer for public use or for use by others who aren't to
be trusted with administrative access to the machine. I know there
are plenty of pages for doing this with Ubuntu, but I'll bet you
could turn up some for Lubuntu as well.
If nothing else, it might be worth it to read over any pages that
tell how to set up kiosk mode in Ubuntu and see if it gives you the
basic idea. Then it would be just a matter of figuring out where to
go in Lubuntu's menus or configuration to do the same thing. (:
