Which package does /etc/modules belong to?

Which package does /etc/modules belong to?  I've tried looking with dpkg
and not gotten a result:

	$ dpkg -S /etc/modules
	dpkg-query: no path found matching pattern /etc/modules

Same for the online package database:

	http://packages.ubuntu.com/search?suite=trusty&arch=any&mode=filename&searchon=contents&keywords=%2Fetc%2Fmodules

No luck.
