That menu entry refers to computer programming applications.

On my system, that menu entry appears, and has one application in it,
namely, "Eclipse", which has the tool-tip "Eclipse Integrated
Development Environment". Using that application, I can do programming
in the Java language, as well as in the C language, and the C++ language.

If I had the QT development environment, or the Mono (.net) development
environments installed, I presume they would appear there as well.

I presume if I had no computer programming applications installed on my
system, there would be nothing in that menu entry.
