Desktop Pager Settings unavailable?

I reported this bug some time ago. You can find it here : 
https://bugs.launchpad.net/ubuntu/+source/lxpanel/+bug/1236417. Note 
that I reported this bug against lxpanel. But I was maybe wrong.
