Either gnome-keyring or openssh-client, depending on which is at fault

  unset GNOME_KEYRING_CONTROL GNOME_KEYRING_PID

and retest.  If that makes the issue go away, the issue is with
gnome-keyring.

You could even do

  sudo apt-get purge gnome-keyring

and then reboot and retest, if you prefer.
