Why?  It is already packaged.  Do not try to re-do the work of those who
already packaged R 3.0.1.  They will do a better job than you will.

R 3.0.1 will be available for Lubuntu 13.01 when it is released in
October 2013.

Lubuntu picks up whatever packaged versions of application software are
in the current Debian repositories.  When this sync was done for Raring,
that version was 2.15.2.  Now, for Saucy, it is 3.0.1.  The Lubuntu
developers themselves do not have time to repackage every application in
Debian, all 30000 of them -- we have to depend on the whole Debian and
Ubuntu community to work together for that!

You therefore now have three options:

(1) Run Lubuntu Saucy now, and so get access to the packaged R 3.0.1

(2) Backport the R packages from Saucy to Raring and run those.

(3) Wait for Saucy to be released and then use it.

Each has some disadvantages:

Doing (1) means running Alpha code, with its associated bugs and
frustrations.

Doing (2) means you need to know enough to grab the r-base-core source
packages from Saucy and rebuild them for Raring.

Doing (3) means you need to be patient until October :)
