I've gotten a few replies off-list about editing about:config's
image.animation_mode, which provides a partial work-around but does not
let the animations stop on demand.
I've filed a bug about restoring the missing function:
https://bugs.launchpad.net/ubuntu/+source/firefox/+bug/1206869
It's not just about ads, there are other pages that use GIF animation.
