If your RAM is <=3GB, yu should use the 32-bit version.

This is a thing I am wondering myself, since Radeons HD up to 4xxx are
not supported by the mainline Catalyst driver.

If fglrx 9.0 driver that comes with buntus 12.10 doesn't work with
your graphics card, you can try some buntu 12.04.2, which also
provides fglrx 8.9, along with fglrx 9.0.
