gpicview behaves bizzare

against gpicview.  however i belive it's an fglrx bug, so i've marked
it as a duplicate.

this is in contrast to
https://bugs.launchpad.net/ubuntu/+source/gpicview/+bug/1025236 which
seems to present against gpicview on all lubuntu systems.  I believe
that's a GTK+ bug, which is expected with the GTK+ scrollbar changes.
