Button.rc in Lubuntu 12.10 (Lubuntu-default theme)

usr/share/themes/Lubuntu-default/gtk-2.0/button.rc has styles for Normal,
Prelight, Insensitive, Active, and Focus. While the states correspond for
the first four, the last one has state = NORMAL instead of state = FOCUS.
Is that intended?
