Why are svg files not made smaller using scour?

You mean using scour is the packaging ? It's an option, but it was never
tested.
You can try it by rebuilding the lubuntu-artwork package by using dh $@
--with scour (instead of dh $@) and see the result (in the rendering of
the icons and the size of the binaries).
