Permanently deleting files at once

Well, I need a permanent delete option when:
1. I delete files with root priviledges (gksudo, sudo).
2. I delete files on a portable, external USB hard disk.

I searched Google, found nothing, decided to drop Lubuntu for now, and
then I thought let's try to the mailing list, as a last attempt. :-)

Yes, I am planning to migrate to Lubuntu 12.04. :-)
