if you head over to
https://wiki.ubuntu.com/Lubuntu/GettingInvolved#How_to_Join that has the
details on things like creating your launchpad account and getting
registered to receive emails from the lubuntu-users mailing list.

But, in answer to your question about picasa, it seems you have to get the
'old' version 3.0 from the repository, then grab the newer one and put in
its place... I've looked at a couple of methods and they all say about the
same thing.

http://www.webupd8.org/2010/04/how-to-install-picasa-36-in-ubuntu.html will
grab 3.0, then put 3.8 over the top of it.
