Admin stuff - Main Lubuntu

Phill has asked to be relieved from the job of owner of the
lubuntu-users mailing list.  This is a simple job, some random person
clicks on "join lubuntu-users" and you click confirm.  Since phillw
hasn't been a moderator, the job does not involve moderation.

Phillw has done a fine job, and made an strong effort to follow the
ubuntu code of conduct.

Please show some consideration and volunteer yourself to be the new
owner for lubuntu-users.
Don't be shy.

You will need the following qualifications to be considered a worthy applicant:

1. check your email every 48 hours
2. not be evil, (bedrooms excluded)
