IMHO:

1- Is there any other mailing list in Ubuntu Community that does have such
role, also known as moderator?

2- We don't need that, we simply need to "read" the
CoC<http://www.ubuntu.com/support/community/mailinglists> and
"follow" that.

3- "Disagree but do NOT disrespect" is, in my humble and honest opinion
MUST be RULE #1 over here.

4- I suggest to have two mailing list, one for general endless discussion
and the other one is purely for Development and Technical discussion. I
find this important at this point rather than having a moderator.
