[lubuntu-devel] "System problem detected" error . . . click "send report" does nothing??

Folks:
In Lu hirsute and tried to check Discourse and it loaded a blank window,
tried several times, so now I'm sending an email . . . .
Running Hirsute and once a week I boot into Lu and run it for the morning,
run apt and so forth. Last week on cold boot I got a "system problem
detected, would you like to send a report?" and I clicked send report and
nothing happened after that . . . had other things to do so I moved on.
Today same thing, I then checked /var/crash and it showed two files . . . I
ran "ubuntu-bug <file name>" . . . and it said, "The system has already
changed since this crash report, nothing to do." ????
I then "rm" the two files in the console . . . my question is, if the
"system" can tell that it has "moved on" from the crash reported file, why
doesn't it self-clean the old crash reports, rather than each time on boot,
reporting "a problem" . . . but then "doing nothing" about it????
Maybe next time it happens I'll try "autoclean"??? Would that do it???
