Incidentially, this is because your Downloads folder is not your
Downloads folder. Usually it's equivalent to $HOME/Downloads but since
you're using the Snap (which is the only way it will be, it seems), all
of the working directories are sandboxed.
This is not only a [known bug][1] but it seems like one that has [little
hope of being fixed][2].
This, and lots of other things were brought up in a thread on the Ubuntu
Discourse regarding [the transition from Debian package to Snap
package][3] in Chromium. You might want to lend your comments there,
too.
Regarding your ultimate issue, you [can change your User Agent on
Firefox][4].
