[lubuntu-devel] temporary downtime for email notifications on Phabricator

We'll be starting a temporary downtime for email notifications on
Phabricator in the next 5 minutes. Once we get it back up and running,
I'll be in touch. This is all part and parcel of getting us an [email
interface][1] not unlike Launchpad.
