[loco-contacts] First steps to create LOCO team in my country

Hi,

We have friends in the Algerian team and i think they have a loco contact
too. They mostly hangout on irc and I think they also have a Facebook
group. (Not sure if they use a mailing list, but they should)

If you can hang around you will get in touch with some of the guys.

If you fail to contact them lets us know and we will help you get in touch
with them.
