[loco-contacts] Ubuntu Korea LoCo Council (ubuntu-ko) is newly organized. Changed leader, and contacts.

Hello everyone,

My name is Taehee Jang, I'm a new leader of Ubuntu Korea Loco Council.
I was elected as a leader at March 1st, 2015 and I made up a new Council.
I changed contactor members, but remained rest of the Council members.
