[loco-contacts] Impersonation using Ubuntu Community resources

Thank you for that Michael.  It is unfortunate to have this happen.  The 
account was seemingly created last December from what I saw.

In general we try not to be too prescriptive but a blog post or two about 
this may be worthwhile.
