[loco-contacts] Our teams reject the new LoCo Council policy

You did not hear or know about exceptions in the past because they did not
exist.
For about years, several LoCo Councils have been in a discussion about
sub-teams and LoCo Teams, resources, and such. When the Catalan team got to
us for verification, we got to a point where we said to us that some sort
of policy that was more flexible needed to be in place.
After that, we worked directly with the Community Council in order to
create this new policy, where is it clearly and explicitly stated that
exceptions are allowed, and that you need to reach the LoCo Council for
those.
Again, if there is any team that wants to be considered for an exception,
reach to us. We will definitely review them and give you a reply.
