Thank you for writing.  The LoCo Council spent time considering the 
organization of LoCo groups on cultural grounds and found that to be 
unworkable in today's world of multicultural multli-ethnic nation-states. 
While we value the contributions of all of the peoples of the Iberian 
Peninsula, we have to work within a broader world.  These concerns you 
raise were discussed during formulation of the policy and dealt with then.
