Making it easier for LoCos to share news/stories

Hello everybody,

as I said in my last mail to the list, I was going to look into writing 
a mini-spec about adding a feature to the LoCo team portal to allow 
teams to share news/stories/events more easily.

If you have any feedback, any improvements to the spec, please let's 
chat about it here, then turn the individual pieces of work into bug 
reports on the LTP, then start a number of hack days to work on this 
together!
