IRC Meeting for Ubuntu-ca

Hi LoCo Contacts and LoCo Council: At the LoCo Council meeting this past
Tuesday[1] I asked for some advice on improving participation in
Ubuntu-ca events like IRC meetings, Ubuntu Hours and even Release
Parties.  So, it became an Action Item.

The last few IRC meetings have been sparsely attended, to the point
where I've essentially been talking to myself[2].  Same for the Ubuntu
Hour in Waterloo, where I was the only person coming (unless I dragged
along various family members). We didn't even get enough interest to
hold a Saucy Salamander Release Party in Kitchener this year!

So I've scheduled another IRC meeting anyway[3,4], and sent the message
below to all the Ubuntu-ca chapters that still have active mailing
lists. The IRC meeting is at 19:00 EST on Thursday, 28 November 2013 in
#ubuntu-ca on Freenode (that's 00:00 UTC on 29 November -- sorry for the
late/early hour in Europe, Africa and Asia!)

I'd like to invite all LoCo contacts and LoCo Council members to attend
the meeting -- I'm eagerly looking forward to any ideas on improving
participation, and any stories from people who have (or haven't)
achieved it in their own LoCo.
