Ubuntu-cz change of LoCo contact

Hello everyone,

I would like to announce you, I am a new LoCo contact for Ubuntu Czech
republic LoCo team.

I have to also say "thank you" to our previous LoCo contact Vojtěch
Trefný for his big effort in our community and for GNU/Linux generally
during last 7 years.
