UDS-R - Follow up on the UDS session "LoCo best practices"

I'm Christoffer from the Swedish LoCo. A last minute UDS session was
scheduled today "Ubuntu LoCo Best Practices, Tips, & Tricks". From
this session one of the action items was concerning this mailing list
"loco-contacts at lists.ubuntu.com" and some misunderstanding. The
description of the mailing lists seems to be outdated according to the
discussion that took place.

The current description says "This is a low-volume mailing list for
LoCo Team contacts. Anybody else who is interested my of course
subscribe too." my suggestion is to change this to "This mailing list
is open for everyone and meant for communication and collaboration
between LoCo teams around the world.".
