Hi,

First reason : wiki.ubuntu.com is not for support

Second reason : a community documentation wiki can grow very fast, they 
have already near 800 pages and I'm sure it's growing every days.

I can't help on that hosting problem, but I can share our french team 
experience. We use a Dokuwiki wiki system with lot of cache (varnish 
caching system) on a nginx web server. This wiki offer less 
possibilities and don't use a database, but it can keep a good response 
time. If you can't find a better hosting, perhap's you should explorer 
other tools, or tweak your actual host to improve performances.

To find a better host, try to ask to the companies offering dedicated 
servers in your country, they can sometimes offer host for free or for a 
link on your websites.
