Team Reports (was Re: Re-approvals for O-Cycle rules and overview)

Howdy,

First off, I don't disagree. They're really kludg-ey to do, and the
wiki lags out all the time. I agree the wiki is sub-optimal.

The issue is not about team reports, it's about the process. I'm sorry
it's such a hack right now, but that's more of an application issue,
not conceptual issue.

It's more work, but we see them as important. There's a migration plan
(as nigelb noted) to move to a friendly app.
