Team Reports (was Re: Re-approvals for O-Cycle rules and overview)

Hey guys.

No offence, but I think it's unfair to ask for up-to-date Team Reports
from locos while a lot of us already raised a couple of times question
about improving the reports submission process.

Currently all of the locos depend on the wiki, which is slow (and afaik,
we can't really help there with something), unfriendly (both for
visitors and for editors) and ugly (people ended up by copycat-ing news
from their loco blogs into wiki which is wrong).

To get the TeamReports up-to-date, we need an app designed especially
for that:
* a simple but working submission form with a wysiwyg editor
* with revisions tied to each submission
* integrated with Launchpad SSO

I believe this mailing list isn't appropriate for further discussions,
and I'm also unaware of any existing discussions on this point.
So if somebody is interested in extending the idea, I would love to get
involved (both with ideas and coding).
