[RFC] LEP#1, Standardize the LoCo Team Display Names

Works for me! Ubuntu United States Illinois Chicago Local Community
Team, I guess that will make it easier for dumb people to comprehend.
To us here in Chicago, where Ubuntu Chicago matters, it will always be
Ubuntu Chicago.
