As discussed a few weeks ago on a similar issue, regarding the free
books for LoCos, the problem with the LoCo-directory as it is now, is
that it only lists the owner of the Launchpad team. It does not list the
team's LoCo contact, so a separate list is needed for this, to make sure
that it is the LoCo contact that requests the package (in theory anyway,
I agree that anyone could write up themselves as the contact for their
team and request the package, being on the list.).
