about the official repository

Hello.

I'd like to ask about the Korean official repository.
Now the primary repository(kr.archive.ubuntu.com) is http://ftp.kaist.ac.kr
However this server is really unstable for last couple of years.
Therefore, many Korean users have been asking to change to other server.
For example ftp.daum.net. The Kaist server is in an university, but Daum
server is in the second biggest IT corporation in Korea and stable. So I think
this demands are very proper.

There are several articles about this subject.
https://bugs.launchpad.net/ubuntu/+bug/144511
https://bugs.launchpad.net/ubuntu/+bug/331222
https://bugs.launchpad.net/ubuntu/+bug/361442

Then, my question is..
where should I deliver this message?
Is anyone who know about this? If you do, please tell me.
