Hello to all hispanic LoCo team leads.

I recently contributed this piece of doc to the Colombian Team:

It's interesting many people still don't know about this easy way to
invite people to Ubuntu's IRC channels (or any channel) on Freenode.
It's in Spanish but screenshots could be used for an English translation.
