AFAIK There are no countries where w32codecs is legal (IANAL!), this
isn't like liblame where it's down to patents or libdvdcss2 where it's
down to the DMCA/EUCD. The w32codecs package contains dlls from other
locations and without the proper licensing from the authors of those
dlls.

It's interesting how all the different legalities of different problems
with various codecs kind of smush together in the community
consciousness.
